The Han Dynasty continued the concept of a centralized bureaucracy for China. The Han Dynasty combined the legalized system with Confusion philosophy for the civil service exam. The ideal was that the government should be run by educated ethical people only.

The Emperor was based on birth but the "nobles" were not given positions in the government based on birth. The leaders of the government were people that could pass an exam on their knowledge and morals. Even the children of peasants could become high government officials if they could pass the exam.

Even today education is highly regarded and valued by the people of China based on the traditions started by the Qui and Han Dynasties.
