Given  Y=32% and X= (100-32)%=68%#

Dividing the each percentage composition by respective atomic mass and taking their ratio ,we get the ratio of no. of atoms of X and Y as

$X : Y = \frac{68}{50} : \frac{32}{16} = 1.36 : 2$

$= \frac{1.36}{1.36} : \frac{2}{1.36} \approx 1 : 1.5 = 2 : 3$

Hence the formula ${X}_{2} {Y}_{3}$

NB: I think,the atomic mass of X should be 51.This would give the same result with easier calculation. Actually the atomic mass of Vanadium is $\approx 51$.This has +3 state.
