Subject badges depend on the amount of karma that you earn on the site. These badges increase in levels as you earn more and more karma, so the level that you can get to depends on the amount of karma you earn in a given subject.

So, to answer your question, higher levels are only available for subject badges and can be unlocked by earning karma, which you get for writing and editing answers and from likes students or other contributors give your answers.
