Terrorism was not a threat nestled in one specific country, it was implemented in many country. 9/11 led to the start of the war on terror since America was attacked on its territory for the first time since Pearl Harbor. The war in Afghanistan was the immediate response as Bin Laden was hosted by the Taliban regime. The war in Iraq followed two years later since fighting in a country was not enough.
War had to be fought worldwide just like war on communism during the Cold War.
