He did not free slaves whi lived in territories such as Kentucky which had been faithful to the Union. Only the 13th amendment put a definite end to Slavery in the United States, it was added to the Constitution after the war in 1865.

He thought saving the Union was more important than freeing the slaves and said it in his inauguration adress and in a letter to Horace Greeley.

Lincoln wanted to change the focus of the war from just saving the union to abolishing slavery which would prevent European involvement in the Civil War.

Explanation:

Slavery had been outlawed in England. After the emancipation proclamation it was politically impossible for England to actively support the Confederacy. England's economy depended on cotton. More than 80% of England's cotton came from the South. England had stockpiled cotton before the Civil War started, so was able to wait. By 1863 England had run out of cotton and was tempted to intervene in the Civil War as France had done in the American Revolution. The Emancipation Proclamation prevented England from supporting the South and possibly breaking the blockade of the Anaconda plan.

Before the Emancipation Proclamation England had allowed Confederate naval raiders to be built in Scotland. After the Emancipation Proclamation, no further military supplies came directly from England.

The Proclamation did little when it was first announced. Lincoln declared the slaves free that were under Confederate control.
The slaves in Maryland and Kentucky that had stayed in the union were not affect. Later as Union forces penetrated deeper into the Confederacy, slaves that had been under the control of their owners were set free. Many of the slaves then supported the Union, as workers, and soldiers.

Lincoln's intent with the Emancipation Proclamation was to change the focus of the war from just preserving the union to saving the union and freeing the slaves. One reason for this shift in focus was to prevent European involvement in the war.
