Generally the Americans in the Pacific had to make do with what they had available while the greater amount of men and supplies was going to Europe.

There wasn't a lot that the Americans could do but wait around for troops to be trained and ships to be built so they could go on the offensive in 1944. Fortunately the Germans had shared their communications encryption technology with the Japanese which the British had already broken. The Americans and their allies were able use their limited resources to counter the subsequent Japanese offensive moves in a string of successes: Port Moresby, Coral Sea, and Midway.

The Ultra Secret could not assist tactically since it usually only communicated strategic information. The Battle for Solomon Islands was a drawn out bloody affair which was ultimately won.
