You can choose any two points but $\left(0 , - 8\right)$ and $\left(1 , - 5\right)$ work.
Firstly, find the $y$-int by subbing $x = 0$, which will be
$y = 3 \cdot 0 - 8 = - 8$
This is already one point. To find another point at $x = 1$, sub $x = 1$ into the equation. You can then draw a line through these two points for the graph.
