This probably is not the answer you were hoping for, but it's true.

Explanation:

Nobody (no alien) outside our galaxy would have any chance of seeing the level of detail you're describing. With current technology (and yes, aliens could be doing it better, of course) we struggle to see individual stars in the closest galaxy to us, never mind their (much smaller) orbiting planets, and sensing rotation would require much higher resolution (or at least Doppler shifts from opposing sides) to be detected.
