`x^2-1/3x`
Coefficient of `x` is `-1/3`
its half is `-1/6`
its Square is `1/36`

add `1/36` we will get the perfect square
`x^2-1/3x+1/36=(x-1/6)^2`

Check
`(x-1/6)^2=x^2-2x/6+1/36=x^2-x/3+1/36`
