The population of salmon and other migratory fish would greatly decrease.

Explanation:

Salmon attempt to return to the river, steam or body of water where they were hatched. When the Salmon reach their breeding grounds they lay their eggs, sperm and die. The fertilized eggs hatch grow and leave for the ocean. After years ( how many depending on the type of salmon or migratory fish) the Salmon return to the same stream or body of water where they hatched to continue the cycle.

Dams block the migratory paths of the Salmon. Without the fish ladders the salmon would not be able to reach their breeding grounds. Whole populations of salmon would not be able to breed and these populations would cease to exist.

Fish ladders enable large populations of salmon to reach their breeding groups and continue the cycle of life. Without the fish ladders these populations would die out deceases the total population of migratory fish.
