....are you sure they did not write #"sodium acetate"#, #H_3C-CO_2^(-)Na^+#, which has a definite (but high) water solubility?

On the other hand ethanol, #H_3C-CH_2OH# is INFINITELY MISCIBLE with water, in any and all proportion. #"1-propanol"#, option 3, has some limited water solubility, in that while it is capable of hydrogen bonding, the 3 carbon chain length limits its solubility in the polar water solvent.
