Pound wanted to, exactly as you said, make the poem more concise and effective.

Explanation:

He was conforming to a style of poetry that did not use verbs; ie Japan's hokku style. The inspiration for this poem was when he stepped off a train in a Parisian metro station, watching each beautiful face pass by. He used imagism to describe each face passing by, but he did not do so in a way that the images were used to ornament the poem. (More information can be found in the citations.)
