Explanation:

It was more complex than just ordering the surrender. It was a long
difficult job. It is worth watching of reading the book movie about the day before the Emperor's speech was broadcast. It includes pro war troops overrunning the Palace and killing many of the Imperial guard and trashing the interior of the palace looking for the recording.

"Japan's Longest Day" was a book, a movie (1967) and another movie (2014) all are pretty good and are not too messed up by Japanese revisionism.

However, Japan refused to sign the declaration then. After two atomic bombs were dropped over Hiroshima(August 6, 1945) and Nagasaki(August 9, 1945), Japan finally agreed to surrender and the war ended on August 15,1945.

On September 2, 1945, the Japansese Instrument of Surrender was signed by Mamoru Shigemitsu, Yoshijiro Umezu(Japan), Douglas MacArthur, Chester Nimitz(US) and other reperesentatives from China, United Kingdom, Soviet Union, Australia, Canada, France, Netherlands and New Zealand.
