Well, you got a phosphorus atom with 19 electrons.....so I would say no...

Do you agree? I know that for phosphorus #Z=15#, and that there are therefore 15 positively-charged, massive, nuclear particles, and in the neutral ATOM, there are 15 electrons conceived to whizz round the nuclear core....... And so we have formally #P^(4-)#, which is UNKNOWN.....
