It depends. If you're referring to #DNA# replication,

Then #DNA# polymerase takes up #dNTP's# in the nucleus and catalyzes them to complimentarily pair with the template strand of #DNA# in the #5'# to #3'# direction.

If you're referring to transcription,

Then #RNA# polymerase takes up the #NTP's# in the nucleus and catalyzes them to complimentarily pair to catalyze the transcription of #mRNA# to be processed further and eventually translated into polypeptides.
