A "percentage" is just a ratio of a number to 100. So, 40% is just #40/100# or #0.40# as a decimal. Because the percentage of any number is just that decimal value multiplied by the original number, the inverse can be obtained by dividing any resultant number by the percentage as well.

One way to see how that works is to write out what would be the original equation to get the final number:
#0.40 xx Y = 56#

Now, you can see that if we just divide the 56 by the percentage we will obtain the original number.

#Y = 56/0.40 = 140#
