8 workers

Explanation:

Total number of workers inclusive of all categories = 5+3+1 = 9

Payment to category "C" workers = Rs. 20,000xx5 = Rs. 100,000

Payment to "B" category workers = Rs. 25,000xx3 = Rs. 75,000

Payment to "A" category worker = Rs. 65,000xx1=Rs. 65,000

Therefore, total payment made by the company to all category of workers = 100,000+75,000+65,000 = Rs. 2,40,000

Now, mean salary of workers = (Total salary) /(number of workers)

Which would be = 240000/9 = Rs. 26,666.66

So, all workers getting below Rs. 26,666.66 are earning less than the mean salary which in other words are all category "C" and category "B" workers

Number of category "C" and category "B" workers = 5+3 = 8
