Who changed Edo from a small town to a major city?

Ieyasu Tokuwara. After becoming Shogun in 1600 he changed the name of Edo to Tokyo and built his Capital there away from the Emperor in the traditional capital of Kyoto.

Explanation:

Ieyasu Tokuwawa successfully dominated the Diamyo class to become Shogun. He established a Hereditary line of Shoguns and a feudal society that lasted over 200 years. There was an Emperor at this time but he was a figurehead that never left the Palace in Kyoto.

The Shogun was ruler in fact and the resources of the country were available to him.
