Because the dynamo generates a higher voltage when its shaft is rotated faster.

Explanation:

The shaft's rotation causes a loop of wire to rotate in a magnetic field. The emf generated is proportional to the rate of change of the magnetic flux in that loop of wire. Faster rotation gives higher rate of change of the flux and therefore of induced voltage.
