I will assume that the force is exerted for 1 full rotation and it is at the end of that rotation that speed is requested.

That force will provide the following acceleration.

#a = F/m = (60 N)/(5.8 kg) = 10.3 m/s^2#

I will use the motion formula

#v^2 = u^2 + 2*a*d#

The circumference of a circle with 1 m radius # = 2*pi*r#. So the d of the above motion formula is calculated as follows.

#d = 2*pi*r = 2*pi*1 m = 6.28 m#

Plugging our data into the motion formula

#v^2 = u^2 + 2*a*d = 0 + 2*10.3 m/s^2*6.28 m = 129.4 m^2/s^2#

#v = sqrt(129.4 m^2/s^2) = 11.4 m/s#
