As,the hot air ballon is rising up with a constant velocity of #3.8 m/s#,so when the bag will be relesead #9 m# above the ground it will have an initial velocity upwards and the magnitude will be the same as that of the hot air ballon has. Then it will come down due to gravitational force.

So,we can apply #s=ut+1/2 g t^2# (here, #t# is the time after which the bag will come back to the ground)

where, #s=9,u=-3.8,g=10#

so, #t=1.77 s#
