The troposphere is the first layer of the atmosphere (closest to the Earth) and it contains pretty much all of the the water and carbon dioxide in the atmosphere. This is because, A) the water in the atmosphere is water vapor that comes from liquid water which is on the surface of the Earth and B) pretty much all carbon dioxide in the atmosphere is a byproduct of an organic process (photosynthesis, burning of organic material, etc.) and therefore is associated with the surface of the Earth.
