yes we will run out of usable fresh water.

Explanation:

The population is increasing. Each member of the population has needs for fresh water. People need fresh water to drink, bathe, and raise food to eat. The more people there are in the population the more fresh water is needed. As the the populations increases the requirements of the population for fresh water may exceed the supply of fresh water that exists.

Southern California periodically experiences water shortages. Some years the amount of fresh water that falls on the mountains of the region is insufficient to supply the needs of the population of Southern California.

So much water is drawn out of the Colorado River to meet the needs of the populations of Nevada and Arizona that where the Colorado River reaches the ocean there is essentially no fresh water left in the River.

While the world will never run out of water. The supply of fresh water will be less than the demand for fresh water.
