"Bill told her that Jim was a nobody; that he had quit the game because he lost his fortune." If both of the clauses being separated by the semicolon are not independent clauses, the semicolon is being misused. Is the quote correct or incorrect?

The quote is correct.
The phrase before the sentence would have been a perfectly sound grammatical sentence, but since there was more key information to the sentence the semicolon was in the right place.
