Answer: The force the launcher exerts on the table tennis is exactly equal and opposite to the force the table tennis exerts on the launcher, so the launcher kicks. The table tennis moves faster compared with the launcher.

P.S. I think this is too short and I am not sure how to answer all the questions :)

Add in something to describe the relative mass of the ball and the launcher.

Because the ball has a *much* lower mass, yet both ball and launcher must have equal and opposite momentum, it must be moving much faster. Total momentum remains unchanged in any interaction, so total momentum afterwards equals the momentum before (both total zero.)
