I'm going to go out on a limb here and say there is no net ionic equation, since there is no reaction.
Explanation:
Basically you have just a bunch of ions. Sodium acetate comes apart into sodium ions and acetate ions....and Cobalt(II)Bromide comes apart into Co+2 ions and 2Br- ions. But there is no reaction, just a mixture of ions in solution.

All the stuff on the left is the same as all the stuff on the right (you don't form a precipitate, liquid...nothing), so there is no net ionic equation because there is no reaction.
