Yes, all forms of life consist of cells. In fact, one of the 7 characteristics of life is that life is comprised of cells.

There is no life without cells.

Cell is a bundle of bio molecules limited by membrane. Bio molecules are in a homeostatic state when are in a membrane. When a membrane is disturbed bio molecules cease to work. Therefore at least on this planet there is no life without cells.
