No, they were not.

Such support was part of US foreign policy. Ostensibly in the context of the Cold War, it was a strategy aimed at defending democracy against the threat of communism.

In reality it was another example of American expansionism. Diem was totally corrupt. He refused to carry out what had been agreed at Geneva for example holding democratic elections.

The sincerity of US support for Diem can be seen in the fact that it was a CIA organised coup which led to his assassination along with his brother and his replacement by the military.

The Pentagon Papers released in the 1970's revealed the duplicity of successive American governments in what they told the American public and what in fact they were doing in Vietnam.
