When the Cold War was at its height from the late 40's through to the early 60's, the 2 superpowers amassed huge nuclear arsenals. Neither side wanted to let the other have a sufficient advantage which would tempt a pre-emptive knockout strike.

It was not just fear but paranoia which gripped the USA and reflected in the media. Many feared an imminent Soviet nuclear attack and built shelters in order to survive.
