Well first off, you could consume alcohol anywhere, but it was however illegal to have alcohol to give to anyone.
The places however where people would purchase and consume it (like in a pub) were secret places called speakeasies.

Explanation:

Speakeasies were often gang controlled 'pubs' which were often hidden from view and in the back streets.
They were often used by those who knew people in the gang or were invited to, and often had a special knock to get inside.

However the alcohol they purchased was not always real or safe, often alcohol was from 'bootleggers' who made bath-tub gin which was a mixture of a variety of ingredients and industrial alcohol like ethanol.
This bathtub gin was responsible for over 1,000 deaths a year during prohibition.
