This reaction is a neutralization reaction.

In a neutralization reaction if you balance the water the rest of the equation will balance.

$P b {\left(O H\right)}_{2} + H C l \to {H}_{2} O + P b C {l}_{2}$

The hydroxide $\left(O {H}^{-}\right)$ from the base will combine with the hydrogen $\left({H}^{+}\right)$ from the acid to form water. Since you have 2 hydroxides you will need 2 hydrogen to form 2 water.

$P b {\left(O H\right)}_{2} + 2 H C l \to 2 {H}_{2} O + P b C {l}_{2}$

Once the water balances the rest of the equation will be balanced.
