The cloud of dust and gas from which solar system formed had both oxygen and hydrogen in it.

Explanation:

Due to high temperature i inside the forming earth this water came out through volcanic vents and formed huge clouds .There was continuous rail fall for very long [period. and sea formed. There were too many comets and asteroids came to earth.They brought lot of ice and mineral's to earth.This ice also melted and formed sea .
