Peter I, or Peter the Great:

  • was a cruel and powerful autocrat
  • greatly expanded Russian territory
  • was very intelligent and energetic
  • was six feet and eight inches tall
  • created a Western-inspired military force to put down local militias
  • set up a secret police
  • warred with Sweden, gaining territory on the Baltic Sea including the land that includes St. Petersburg
  • recruited bureaucrats with specialized functions and departments
  • improved the army's weaponry and created the first Russian navy
  • systematized law codes
  • imitated Western culture to further integrate into the economic and political system of the west, as well as to alienate the Russian elite from their traditions
