Peter I, or Peter the Great:
- was a cruel and powerful autocrat
- greatly expanded Russian territory
- was very intelligent and energetic
- was six feet and eight inches tall
- created a Western-inspired military force to put down local militias
- set up a secret police
- warred with Sweden, gaining territory on the Baltic Sea including the land that includes St. Petersburg
- recruited bureaucrats with specialized functions and departments
- improved the army's weaponry and created the first Russian navy
- systematized law codes
- imitated Western culture to further integrate into the economic and political system of the west, as well as to alienate the Russian elite from their traditions
