Churchill was keen to get any support from the USA. The aging Destroyers were a great asset for escorts in the North Atlantic and Britain was otherwise out of money to pay for them.

Explanation:

The subsequent Lend Lease program generated important material for Britain who was in dire straits at the the time. The small British territories in the Pacific and elsewhere were a small price to pay. Roosevelt could support Britain, and show a profit while still staying out of the war.
