While ending the 1st Indochina War, it temporarily divided Vietnam until free elections could create a national unity government. The Elections didn't happen.

Explanation:

After the French defeat a Dien Bien Phu in northern Vietnam the Geneva Accords were the Peace deal that created Cambodia, Laos, and Vietnam. Vietnam was temporarily divided at the 17 Parallel. U.S. President Eisenhower, aware that the elections would mean a Vietminh, Ho Chi Minh victory, backed the Diem Government in Saigon and refused to have the Elections required in the Geneva Accords.
The result was the 2nd Indochina War.
