Hamilton believed that a Federal public debt should be an option to help back merchant risk in overseas trade. Jefferson did not believe this, and did not favor the Federal system of U.S. government.

Explanation:

Jefferson did not believe in the stronger Constitution of 1789, and did not think the Federal Government needed to help regulate the economy. Hamilton did believe in these things, and the country has followed his outlook, because the economy has failed each time we tried to do without Federal backing of debt and credit .Also, economic regulation does include taking on debt to make improvements in the country.
