The term "Cold War" comes from the fact there was no direct confrontation between the two superpowers-the USA and the USSR. Thus they had other means to wage a symbolic war against their opponent. They both wanted to have the biggest number of political allies and the biggest military arsenal possible, this includes nuclear weapons. The cumulation of nuclear weapons is what was called "deterence" since it was aimed at convincing the other side not to attack. It explains why the US maintained a very high military budget throughout the Cold War.
