Largely it was a creation of the Pakistani Military in 1994.

Largely a Pashtun group it used local Pashtun fighters augmented by fighters from Islamic schools in Pakistan. The Pakistani military sought to have influence in Afghanistan after the Russians had withdrawn. A Civil War had resulted from the coalition Government that tried to run Afghanistan. Pakitan provided arms, funding and recruits to the Taliban.
The Taliban were led by Mullah Mohammed Omar until his death in 2013.
