IT was an urban as opposed to rural offensive.

Explanation:

In January 1968, General Giap launched a massive offensive against key targets in South Vietnam's cities. The attack was psychological in that it aimed to create the image in American homes that, contrary to what they were being told by their own government, they were losing the war.

As such Tet was very successful. Although militarily it was a defeat for the communists extensive media coverage of fighting in the US embassy in Saigon and the destruction of the ancient city of Hue turned an already doubting American public against the war.
