From (1),
$- 8 x + y = 2$
$y = 2 + 8 x$ --- (3)

Sub (3) into (2)
$3 x - 2 y = - 6$
$3 x - 2 \left(2 + 8 x\right) = - 6$
$3 x - 4 - 16 x = - 6$
$- 13 x - 4 = - 6$
$- 13 x = - 2$
$x = \frac{2}{13}$ --- (4)

Sub (4) into (3)
$y = 2 + 8 x$
$y = 2 + 8 \times \frac{2}{13}$
$y = 3 \frac{3}{13}$
