Explanation:

#-2 x + y = 3#

if #y = -4# then,
#-2 x + (-4) = 3#

add #4# to both sides,
#-2 x + (-4) + 4= 3 + 4

divide #-2# to bth sides
#(-2 x)/-2 = 7/-2#

#x = - 7/2#
