Explanation:

I would use the Quotient and Chain Rule (this last one to deal with `()^4`):
So:
`y'=(4(2x+3)^3*2*x-(2x+3)^4*1)/x^2=`
`=((2x+3)^3[8x-2x-3])/x^2=((2x+3)^3[6x-3])/x^2=`
`=(3(2x+3)^3[2x-1])/x^2`
