You can use 'point-slope form' of equation. I'm using that only. See below.

point slope form is $\frac{y - {y}_{1}}{x - {x}_{1}} = m$ ( here m= slope, 1 is only the subscript.)

by using it,
$\frac{y - 8}{x - 7} = - 9$

simplifying it

$y + 9 x = 71$
