The domain would be anything that keeps the argument $\left(x + 4\right)$ non-negative. The result $f \left(x\right)$ is also non-negative.
$x + 4 \ge 0 \to x \ge - 4$
$f \left(x\right) \ge 0$ as the argument may be $= 0$ when $x = - 4$
