Range: #RR# (all Real numbers)

Explanation:

#y=3x+1# is defined for all Real values of #x#; therefore the Domain is all Real values.

Re-arranging as #(y-1)/3=x#, we can see that this is also defined for all Real values of #y#; therefore the Range is all Real values.

(Note that in actual fact, the Domain and Range cover all Complex values too).
