the inner product is calculated by:

$< {a}_{1} , {b}_{1} > . < {a}_{2} , {b}_{2} > = {a}_{1} {a}_{2} + {b}_{1} {b}_{2}$

$< - 3 , 2 > . < 4 , 6 > = - 3 \times 4 + 2 \times 6$

$= - 12 + 12 = 0$

since the inner product is zero the vectors are perpendicular
