$y = \frac{2}{3} x - 8$
is (almost) in the slope-intercept form $y = m x + b$ which has a slope of $m$ and a y-intercept of $b$

$y = \frac{2}{3} x + \left(- 8\right)$
as a slope of $\frac{2}{3}$ and a y-intercept of $\left(- 8\right)$
