FOIL is acronym for First, Outsiders, Insiders and Last terms of your binominals. The four "names" indicate all the steps towards developing the multiplication of your binomials:

F $3 {x}^{2} \cdot {x}^{9} = 3 {x}^{11}$
O $3 {x}^{2} \cdot \left(- 2\right) = - 6 {x}^{2}$
I $\left(- 6\right) \cdot {x}^{9} = - 6 {x}^{9}$
L $\left(- 6\right) \cdot \left(- 2\right) = 12$

$3 {x}^{11} - 6 {x}^{9} - 6 {x}^{2} + 12$
