Well, it depends on whether your number is twelve thousand eight hundred and forty (12 840) or #12.840.# I'm afraid I'm from the UK so I always do decimal points with a period but I know some places use commas.

If it is 12 840, then the number is already to the nearest ten as there are no digits smaller than ten (40 is a multiple of ten).

However if it is 12.840 then the nearest ten would be #10.# This is because we round up or down the digit after the tens. In this case, we would be looking at the 2 in the units. This rounds down so it stays as a ten.
