You can simplify numbers with numbers and similar letters in accordance to their exponents;

Remember few rules of exponents:
1) ${x}^{a} / {x}^{b} = {x}^{a - b}$
2) ${x}^{-} a = \frac{1}{x} ^ a$
3)${x}^{a} \cdot {x}^{b} = {x}^{a + b}$

$\left(- \frac{18}{6}\right) \left(\frac{{x}^{-} 2 \cdot {x}^{4}}{x} ^ 5\right) \left(\frac{{y}^{2} \cdot {y}^{3}}{y} ^ 6\right) =$
$= - 3 \left({x}^{- 2 + 4 - 5}\right) \left({y}^{2 + 3 - 6}\right)$
$= - 3 {x}^{-} 3 {y}^{-} 1 = - \frac{3}{{x}^{3} y}$
